Food Stall Licence

Food Stall Licence is required if you intend to operate a retail food stall where food and/or drink are sold wholly by retail. E.g. food stalls in private eating houses, coffee shops, food courts, canteens, private markets.

Fees and validity:

  • The Food Stall Licence costs $32 and is valid for one year. Licensees are given the option to pay $64 and are valid for 2 years.
  • For food stalls in primary, secondary and junior college school canteens, the licence fee costs $13 and is valid for one year. Licensees are given the option to pay $26 and are valid for 2 years.
  • Processing time: 5 working days

Food Shop Licence (For operating inside a privately-owned food shop)

You will need to apply for a Food Shop Licence if you intend to operate a retail food outlet where food and/or drink are sold wholly by retail. Examples of businesses that required a food shop licence are: restaurants, cake shops, eating houses, coffee shops, food courts, snack and drink counters, market produce shops, private markets, food caterers, food shop (pets allowed) and mobile food wagon.

Hawker Stall Licence

To apply for a stall, you must bid for it under NEA’s Tender Scheme. If you are successful in the bid, you will rent the stall for 3 years. Once you have been allocated a stall, you will now need a Hawker Licence before you can run your stall.

Licence criteria:

  • Singapore Citizen or PR21 years old and above
  • Have a valid tenancy agreement for a hawker stall
  • Have completed the Basic Food Hygiene Course (BFHC) if you wish to run a cooker food stall
  • Not banned from operating a hawker stall or disqualified as a food handler (for cooked food stalls)
  • Not renting more than 2 cooked food stalls in markets

Private Canteen Licence

Private canteens operated by third party vendors / businesses would need to obtain a licence from SFA in order to ensure food safety and hygiene for consumers. This includes staffs canteens and schools that provide boarding services with canteen, operated by third-party companies.

Liquor Licence

Consumption of liquor in all public places is restricted daily from 10.30pm to 7am. In additional, Little India and Geylang are designated as Liquor Control Zones where there will be additional restrictions on consumption of liquor in public from 7am on Saturday to 7am on Monday AND 7pm on the eve of a Public Holiday to 7am on the day after a Public Holiday.

Halal Certification

Licence requirement:

  • All raw materials used must be Halal and substantiated with supporting documents
  • Staffing requirement: A minimum of 2 or 3 Muslim staff employed

Food Processing Establishment Licence

Will be required if you are setting up a food processing establishment, a cold store or a slaughter-house.

– Registration of Food Storage Warehouses

A food storage warehouse is defined as any building, facility, structure, or premise, where food is stored for the sale of distribution to other processors, wholesalers or any other business selling or distributing to the ultimate customer. Warehouse includes coldroom for storage of fruits, vegetables and dairy products.

– Licence to Operate a Coldstore

For the storage of meat and seafood products without any processing activities.

Temporary Fair Permit & Trade Fair Food Stall Licence

Set up of a temporary fair with stalls for the sale of merchandise items and/or food & beverages

Food stalls with food & beverages preparation/handling at the temporary fair

The preparation and handling of food at temporary fair food stalls may be allowed if there are proper supporting facilities such as washing facilities (a sink connected to clean piped water supply and waste water discharge), storage with temperature control (freezer, chiller, food warmer, etc.), as well as covered displayed showcases for food items.

Fees?

  • $60 regardless of the fair duration and number of stalls
