Tobacco Retail Licence

A tobacco retail licence is issued specifically to a particular outlet. For more than one outlet operation, it is required for the business owner to make a seperate application for each outlet. Licences are non-transferrable.

Who can apply?

  • Individuals above minimum legal age, who have not committed the offence of selling tobacco products to person below the minimum legal age AND who have not been convicted of contravening any of the applicable laws or terms and conditions of the licence.
  • Companies registered with ACRA or companies or individuals licensed by the Singapore Food Agency (SFA) to retail food and beverages

Fees?

  • New licence application: $400
  • Renewal of licence of each subsequent year: $300
  • Amendment of licence such as change of company name, retail outlet name, type of tobacco products sold: $60

Food Retail Related Licence

– Supermarket Licence

Supermarket which sells and prepares raw and/or cooked foods, supermarket licence is required, as mandated by the Environment Public Health Act. The licence ensures that potential business owners adhere to the cleanliness and food safety guidelines and prevent-borne diseases.

Who can apply?

  • Either Singapore citizen or PR OR
  • Company that is registered with ACRA

Fees?

  • For supermarket with area less than 200 square metres: $250
  • For supermarket with area less than 200 square metres: $550

All food retail establishments must be licenced in order to operate. Each licence application is assessed on its own merits.

– Sale of Herbal Tea Licence

To strengthen food hygiene standards and give consumers greater assurance when purchasing such products, existing and new Traditional Chinese Medicine (TCM premises with ancillary preparation and sales food / drinks, e.g. herbal drinks and tea-leaf eggs will need to be licenced by SFA under Food Shop (Sales of Herbal Tea) licence.

Where to apply?

– Private Canteen Licence

Private canteens operated by third party vendors / businesses would need to obtain a licence from SFA in order to ensure food safety and hygiene for consumers. This includes staffs canteens and schools that provide boarding services with canteen, operated by third-party companies.

– Food Vending Machine

Food vending machine operations with 1 temperature control requirement and/or food processing within the vending machine must be licenced in order to operate. SFA will issue a single licence to the food vending machine operator to operate multiple vending machines.

1.2.6 Liquor Consumption Permit

Consumption of liquor in all public places is restricted daily from 10.30pm to 7am. In additional, Little India and Geylang are designated as Liquor Control Zones where there will be additional restrictions on consumption of liquor in public from 7am on Saturday to 7am on Monday AND 7pm on the eve of a Public Holiday to 7am on the day after a Public Holiday.

1.3 Retail Pharmacy Licence

A retail pharmacy must be licenced by HSA to retail the following health products:

  • Therapeutic products classified as Prescription-only medicines (POM) or Pharmacy-only medicines (P).
  • Oral Dental Gums

The licensed retail pharmacy must be under the control and management of a pharmacist in-charge (PIC) named in the retail pharmacy licence who meets the following criteria:

  • Is a qualified pharmacist registered with the Singapore Pharmacy Council
  • Holds a valid practising certificate
  • Is in active practice

  • Companies with a physical store and a valid pharmacist in-charge (pre-approval audit will be conduct by HSA)

1.4 Telecommunication Dealer’s Class Licence

This licence is for importers, retailers manufacturers intending to manufacture, import, let for hire, sell, or offer or possess for sale any telecommunication equipment must apply/register for the above Dealer’s Licence.

  • $50 one time payment

1.5 Cosmetic Product Notification

A cosmetic product notification usually needs to be submitted before you can sell a cosmetic product in Singapore. This is to facilitate regulatory follow-up should safety concerns arise.
